Interface FlushTimer

C.3 PR 2 (#1501) — injectable timer surface for the time-based flush trigger. Production wires setTimeout / clearTimeout; tests inject a fake-clock so the 16 ms interval is exercised deterministically without leaking real timers into the suite.
