Frozen so a consumer cannot mutate the shared snapshot — per-engine overrides flow through createCausl({ adaptThresholds }) (when the wiring lands in #687) and produce a new frozen object via mergeThresholds.

These are starting values, not final. They are calibrated against panel projections and one shape-specific bench cell; they will be regenerated empirically once the real WASM backend lands (#685 / #687) per the #694 sweep methodology.
